«Open Government Partnership» Initiative

Open Government Partnership (OGP) – Armenia

The Open Government Partnership is an international initiative that aims to promote transparent, accountable and participatory governance by strengthening public-private trust. The initiative brings together governments, civil society and the private sector to jointly develop and implement reforms aimed at developing open data, anti-corruption policies and citizen participation.

The Republic of Armenia joined the initiative in 2011 and since then has consistently implemented the open government agenda through national action plans based on the principle of co-creation between government and civil society. More information here.

Key directions and results

The reforms implemented in Armenia within the framework of the OGP are aimed at strengthening anti-corruption policies, developing local democracy, forming data policies, promoting public participation and innovation, etc.

The most well-known results include:

·         Introduction of the eDraft platform

·         Extractive Industries Transparency Initiative (EITI)

·         Development of the declaration system for officials,

·         Introduction of the institution for identifying true beneficiaries,

·         Application of participatory budgeting tools in communities,

·         Development of participatory governance mechanisms

·         Changes in the procurement system.

A number of communities in Armenia are members of the Open Government Partnership Local Initiative (OGP Local), introducing participatory and transparent governance tools at the community level.

In 2025, the Government of Armenia was elected a member of the Open Government Partnership Steering Committee, participating in the formation of the strategic directions of the initiative.

Within the framework of the implementation of reforms, OGP-Armenia closely cooperates with international partners and ensures that reforms are in line with international best practices, including:

·         Organization for Economic Cooperation and Development (OECD)

·         European Union (EU)

·         Council of Europe (CoE)

·         United Nations (UN)

·         German Agency for International Cooperation (GIZ)

The OGP in Armenia is an important tool for modernizing public administration, strengthening democratic institutions, and expanding citizen participation.
