The Military Industrial Committee of the Ministry of High-Tech Industry develops drafts of long-term, medium-term and short-term state support programs for the subjects of the military-industrial system (MIS), state orders for military needs and the procedure for their formation, the development and maintenance of a comprehensive list of MIS activity subjects, the introduction of a cataloging system, as well as the procedure for registering MIS activity subjects in the comprehensive list of MIS.
